"Commonwealth WHS Act s 19 PCBU primary duty of care"
Commonwealth WHS Act 2011 s 19 requires a PCBU, so far as reasonably practicable, to ensure worker health and safety while workers are at work and to ensure other persons are not put at risk from work carried out as part of the business or undertaking.
This is a human-established fact, not a universal axiom. It is true within CTH as enacted by Federal Register of Legislation.

Canonical claim: Under the current Commonwealth Work Health and Safety Act 2011 s 19, a person conducting a business or undertaking must ensure, so far as is reasonably practicable, the health and safety of workers engaged or caused to be engaged by the person, and workers whose work activities are influenced or directed by the person, while those workers are at work in the business or undertaking. The PCBU must also ensure, so far as is reasonably practicable, that the health and safety of other persons is not put at risk from work carried out as part of the business or undertaking.
